Regarding the static ARP, this is required for MS NLB, because NLB relies on multicast. At least the type most use, is multicast, and not the unicast load balancing. When you are using multicast, when the vm's send a multicast MAC address coming from a unicast IP, this confuses some routers, and so that ARP update is not recorded in the router's MAC/CAM table, which is why the static entry is required. A static arp entry involves setting a MAC and IP, so no additional work is required there.
