Primary DRS is the Feature which is Balancing VM's between the Esxi Hosts.(have more good Feedback with MinGoodness + CostBenefit Setting once DRS is used)
for 5.5 > they change DRS little bit (http://www.yellow-bricks.com/2013/09/02/whats-new-in-vsphere-5-5-for-drs/).
So i think the Problem is, that you push the provisoning Process on Cluster Layer. And without DRS, he is not possible to balance the VM's between the Hosts.
Means for me, you have to push the Provisioning on Esxi Layer. Direct communication. i have no Experience with Vmware View > but i know the Problem for example from Citrix PVS. Xenserver Pool is also not able to balance it without WLB,.......
Try to push the Provisioning Vm's to Esxi server directly.
PS: vshpere 5.5 is having "Read Flash Cache" function for Vm's also. maybe interesting for MLC caches. (but yes enterprise license is very expensive only for that feature ;(((. hopefully vmware goes back in future beeing able that a costumer could buy a single feature to expand the current License,...).
